Narrative:
Received aircraft from previous crew. Checked maintenance log for preflight and phase inspections complete. Noticed that dc service buss was MEL'd. Didn't check the MEL book because of trying to complete a 'quick' turn for on-time departure. Did notice 2 previous crews had flown aircraft with the current MEL. Later I was notified by another pilot that the aircraft was illegal to fly with that system down. Apparently the discrepancy written up by the previous day's crew was for the AC wild service buss inoperative and the mechanic MEL'd the dc service buss. It would have been legal to fly with the dc service buss MEL'd, but not with the AC wild service buss inoperative. In effect, the aircraft was flown by myself and 2 other crews with an 'open' write-up on the AC wild service bus. The MEL book refers only to 'service & utility buss control system' in section 24-32-3. It doesn't specify AC wild or dc, although it is in the dc section.
Original NASA ASRS Text
Title: ACR ACFT FLOWN WITH INOPERATIVE SYSTEM THAT WAS ERRONEOUSLY IDENTIFIED AS ANOTHER SYSTEM THAT WAS LEGAL TO FLY WITHOUT BEING IN OPERATION.
Narrative: RECEIVED ACFT FROM PREVIOUS CREW. CHKED MAINT LOG FOR PREFLT AND PHASE INSPECTIONS COMPLETE. NOTICED THAT DC SVC BUSS WAS MEL'D. DIDN'T CHK THE MEL BOOK BECAUSE OF TRYING TO COMPLETE A 'QUICK' TURN FOR ON-TIME DEP. DID NOTICE 2 PREVIOUS CREWS HAD FLOWN ACFT WITH THE CURRENT MEL. LATER I WAS NOTIFIED BY ANOTHER PLT THAT THE ACFT WAS ILLEGAL TO FLY WITH THAT SYS DOWN. APPARENTLY THE DISCREPANCY WRITTEN UP BY THE PREVIOUS DAY'S CREW WAS FOR THE AC WILD SVC BUSS INOP AND THE MECH MEL'D THE DC SVC BUSS. IT WOULD HAVE BEEN LEGAL TO FLY WITH THE DC SVC BUSS MEL'D, BUT NOT WITH THE AC WILD SVC BUSS INOP. IN EFFECT, THE ACFT WAS FLOWN BY MYSELF AND 2 OTHER CREWS WITH AN 'OPEN' WRITE-UP ON THE AC WILD SVC BUS. THE MEL BOOK REFERS ONLY TO 'SVC & UTILITY BUSS CONTROL SYS' IN SECTION 24-32-3. IT DOESN'T SPECIFY AC WILD OR DC, ALTHOUGH IT IS IN THE DC SECTION.
