Narrative:
We were following the milton 5 arrival to lga. ATC was giving us descent clrncs for each fix. We were cleared to cross lizzi at what I though was 10000'. I set the altitude reminder and my first officer acknowledged the clearance. Descending through 11000' the first officer said, 'we're cleared to 11000.' by the time I caught it we descended to about 10500' and immediately corrected. ATC did not query the deviation. The extent of the deviation was exacerbated by the nose-down attitude I was holding on the autoplt to maintain 310 KTS, as requested by center. I should have x-chked the altitude clearance with the published crossing altitude and my first officer should have checked what I put in the altitude reminder. The altitude deviation then became a distraction for me. When cleared from our cruise altitude of FL330 ATC had instructed us to maintain 310 KTS. I was hunting a lot for the right rate of descent and power combination to maintain that airspeed. When cleared out of 11000 to 7000', I finally had the speed and rate/power set, but forgot to slow to 250 KTS at 10000'. At about 8000' I caught myself and slowed to 250 KTS. ATC had made no comment.
Original NASA ASRS Text
Title: FLT CREW OF LGT OVERSHOOTS ALT ON DESCENT, THEN DISTRACTED BY ERROR EXCEEDS SPEED LIMIT BELOW 10000'.
Narrative: WE WERE FOLLOWING THE MILTON 5 ARR TO LGA. ATC WAS GIVING US DSCNT CLRNCS FOR EACH FIX. WE WERE CLRED TO CROSS LIZZI AT WHAT I THOUGH WAS 10000'. I SET THE ALT REMINDER AND MY F/O ACKNOWLEDGED THE CLRNC. DSNDING THROUGH 11000' THE F/O SAID, 'WE'RE CLRED TO 11000.' BY THE TIME I CAUGHT IT WE DSNDED TO ABOUT 10500' AND IMMEDIATELY CORRECTED. ATC DID NOT QUERY THE DEVIATION. THE EXTENT OF THE DEVIATION WAS EXACERBATED BY THE NOSE-DOWN ATTITUDE I WAS HOLDING ON THE AUTOPLT TO MAINTAIN 310 KTS, AS REQUESTED BY CENTER. I SHOULD HAVE X-CHKED THE ALT CLRNC WITH THE PUBLISHED XING ALT AND MY F/O SHOULD HAVE CHKED WHAT I PUT IN THE ALT REMINDER. THE ALT DEVIATION THEN BECAME A DISTR FOR ME. WHEN CLRED FROM OUR CRUISE ALT OF FL330 ATC HAD INSTRUCTED US TO MAINTAIN 310 KTS. I WAS HUNTING A LOT FOR THE RIGHT RATE OF DSCNT AND PWR COMBINATION TO MAINTAIN THAT AIRSPD. WHEN CLRED OUT OF 11000 TO 7000', I FINALLY HAD THE SPD AND RATE/PWR SET, BUT FORGOT TO SLOW TO 250 KTS AT 10000'. AT ABOUT 8000' I CAUGHT MYSELF AND SLOWED TO 250 KTS. ATC HAD MADE NO COMMENT.
