Narrative:
I was working radar. Military aircraft a was instructed to make a full stop or stay in the pattern at lfi. He kept insisting on making practice apches. I was very busy and was unable to handle his request. Lfi tower had the aircraft fly wbound at 1500 and request an IFR to fkn. We were still too busy to work the aircraft. He was instructed to maintain VFR and climb to 2500'. The pilot was instructed to proceed to fkn and radar service was terminated due to west feeder being too busy to work the aircraft. The pilot later called and stated he nearly had a near miss with some military fgt's. Supplemental information from acn 117569: lfi tower attempted to hand off mill aircraft a in the vicinity of numerous other aircraft. Approach controller was too busy to provide IFR service so he instructed aircraft a to maintain VFR. Approximately 13 mi west of the field, aircraft a reported a near midair collision of 300' with a flight of military fgt's.

Title: MIL ACFT A INSTRUCTED TO MAINTAIN VFR HAD NMAC WITH MIL FGT'S.
Narrative: I WAS WORKING RADAR. MIL ACFT A WAS INSTRUCTED TO MAKE A FULL STOP OR STAY IN THE PATTERN AT LFI. HE KEPT INSISTING ON MAKING PRACTICE APCHES. I WAS VERY BUSY AND WAS UNABLE TO HANDLE HIS REQUEST. LFI TWR HAD THE ACFT FLY WBOUND AT 1500 AND REQUEST AN IFR TO FKN. WE WERE STILL TOO BUSY TO WORK THE ACFT. HE WAS INSTRUCTED TO MAINTAIN VFR AND CLIMB TO 2500'. THE PLT WAS INSTRUCTED TO PROCEED TO FKN AND RADAR SERVICE WAS TERMINATED DUE TO WEST FEEDER BEING TOO BUSY TO WORK THE ACFT. THE PLT LATER CALLED AND STATED HE NEARLY HAD A NEAR MISS WITH SOME MIL FGT'S. SUPPLEMENTAL INFORMATION FROM ACN 117569: LFI TWR ATTEMPTED TO HAND OFF MILL ACFT A IN THE VICINITY OF NUMEROUS OTHER ACFT. APCH CTLR WAS TOO BUSY TO PROVIDE IFR SERVICE SO HE INSTRUCTED ACFT A TO MAINTAIN VFR. APPROX 13 MI W OF THE FIELD, ACFT A REPORTED A NEAR MIDAIR COLLISION OF 300' WITH A FLT OF MIL FGT'S.
