Narrative:

A-292 is a concentrated student flying area adjacent to a highly used inbound/outbnd traffic corridor to/from mobile terminal area. Users of A-292 constantly overfly the designated area boundary of A-292 to the west creating potentially dangerous conflicts with IFR aircraft. During a period of 1 hour in july, 1989, XX30Z-XY30Z, at least 6 aircraft progressed outside of the depicted A-292 boundary overflying V-454 in full circle maneuvers in climb/descent or level flight. Observed altitudes indicated 4500-14,500. Although these aircraft are operating VFR, they are not in direct communication with ATC facilities, thus, traffic advisories and alerts could not be communicated. Also, I do not believe these pilots are even aware of flight outside of A-292 nor of the traffic density and potential danger west of A-292 in the aforementioned corridor. A continuance of this situation provides all the necessary ingredients for an imminent disaster.

Narrative: A-292 IS A CONCENTRATED STUDENT FLYING AREA ADJACENT TO A HIGHLY USED INBND/OUTBND TFC CORRIDOR TO/FROM MOBILE TERMINAL AREA. USERS OF A-292 CONSTANTLY OVERFLY THE DESIGNATED AREA BOUNDARY OF A-292 TO THE WEST CREATING POTENTIALLY DANGEROUS CONFLICTS WITH IFR ACFT. DURING A PERIOD OF 1 HR IN JULY, 1989, XX30Z-XY30Z, AT LEAST 6 ACFT PROGRESSED OUTSIDE OF THE DEPICTED A-292 BOUNDARY OVERFLYING V-454 IN FULL CIRCLE MANEUVERS IN CLIMB/DESCENT OR LEVEL FLT. OBSERVED ALTS INDICATED 4500-14,500. ALTHOUGH THESE ACFT ARE OPERATING VFR, THEY ARE NOT IN DIRECT COM WITH ATC FACILITIES, THUS, TFC ADVISORIES AND ALERTS COULD NOT BE COMMUNICATED. ALSO, I DO NOT BELIEVE THESE PLTS ARE EVEN AWARE OF FLT OUTSIDE OF A-292 NOR OF THE TFC DENSITY AND POTENTIAL DANGER WEST OF A-292 IN THE AFOREMENTIONED CORRIDOR. A CONTINUANCE OF THIS SITUATION PROVIDES ALL THE NECESSARY INGREDIENTS FOR AN IMMINENT DISASTER.
