Narrative:
Flight held up at 11000' MSL until 10 mi from roc vectored to intercept VOR runway 4 straight in and cleared to 2500' MSL. Aircraft intercepted the VOR radial 223 for runway 4 prior to 2500' inside 10 NM and was continuing down to 2000' when approach advised us of a 'low altitude warning.' we climbed back to 2500' and continued approach normally.

Title: REPORTER FLT DESCENDED BELOW SAFE ALT WHILE CONDUCTING VOR APCH ACTIVATING ATC MSAW. UNABLE CALLBACK.
Narrative: FLT HELD UP AT 11000' MSL UNTIL 10 MI FROM ROC VECTORED TO INTERCEPT VOR RWY 4 STRAIGHT IN AND CLRED TO 2500' MSL. ACFT INTERCEPTED THE VOR RADIAL 223 FOR RWY 4 PRIOR TO 2500' INSIDE 10 NM AND WAS CONTINUING DOWN TO 2000' WHEN APCH ADVISED US OF A 'LOW ALT WARNING.' WE CLBED BACK TO 2500' AND CONTINUED APCH NORMALLY.
