Narrative:
Upon completion of our maneuvers, we contacted 'beaver' flight following facility while within warning area 291. Our pop-up location was about 5 NM east of san clemente island. Response by beaver was to give me directions to 'maintain 16,000', proceed direct to point 'whiskey' (nkx 250/35) direct miramar.' then, shortly thereafter, the same individual directed that I turn left to 180 degree (current heading was 070). Since such a turn would cause me to be heading 90 degree away from the direction I was going to need to go, I asked the controller to verify a direction to turn 270 degree away from my needed heading. He repeated the same instructions. He did not tell me the purpose of such an unusual directive (meantime I was complying exactly with the direction). I reaffirmed the fact that a warning area such as the one I was in at the time (W-291) is uncontrolled airspace. What was the purpose of such an unusual directive. This individual responded with the following 'you have to do what I tell you to do, if you want to return to nkx with an IFR clearance. If not, you can attempt a return VFR to a TCA.' at no time was I in violation of his directive. I followed all details correctly. Since I was in a minimum fuel status (as we always are) I was trying to determine how much of a delay this action would incur. His manner was surely, rude and unprofessional. Upon my third query he finally stated that the turn was for sequencing into the san RAPCON area. Then he gave me the same directive as the very first, 'proceed direct to whiskey direct miramar. Maintain 16,000'. I acknowledged this directive, signed off and switched to san diego approach control since I was entering their airspace. Upon checkin with san approach, I was asked if I had been talking to facsfac to which I acknowledged having just been sent over by them. He rogered that. I proceeded to nkx without further complications until my return to our squadron operations area where I was informed by our unit's safety officer that there was talk of an FAA violation, directed at me from the facsfac/RAPCON facilities.

THIS INDIVIDUAL RESPONDED WITH THE FOLLOWING 'YOU HAVE TO DO WHAT I TELL YOU TO DO, IF YOU WANT TO RETURN TO NKX WITH AN IFR CLRNC. IF NOT, YOU CAN ATTEMPT A RETURN VFR TO A TCA.' AT NO TIME WAS I IN VIOLATION OF HIS DIRECTIVE. I FOLLOWED ALL DETAILS CORRECTLY. SINCE I WAS IN A MINIMUM FUEL STATUS (AS WE ALWAYS ARE) I WAS TRYING TO DETERMINE HOW MUCH OF A DELAY THIS ACTION WOULD INCUR. HIS MANNER WAS SURELY, RUDE AND UNPROFESSIONAL. UPON MY THIRD QUERY HE FINALLY STATED THAT THE TURN WAS FOR SEQUENCING INTO THE SAN RAPCON AREA. THEN HE GAVE ME THE SAME DIRECTIVE AS THE VERY FIRST, 'PROCEED DIRECT TO WHISKEY DIRECT MIRAMAR. MAINTAIN 16,000'. I ACKNOWLEDGED THIS DIRECTIVE, SIGNED OFF AND SWITCHED TO SAN DIEGO APCH CTL SINCE I WAS ENTERING THEIR AIRSPACE. UPON CHECKIN WITH SAN APCH, I WAS ASKED IF I HAD BEEN TALKING TO FACSFAC TO WHICH I ACKNOWLEDGED HAVING JUST BEEN SENT OVER BY THEM. HE ROGERED THAT. I PROCEEDED TO NKX WITHOUT FURTHER COMPLICATIONS UNTIL MY RETURN TO OUR SQUADRON OPERATIONS AREA WHERE I WAS INFORMED BY OUR UNIT'S SAFETY OFFICER THAT THERE WAS TALK OF AN FAA VIOLATION, DIRECTED AT ME FROM THE FACSFAC/RAPCON FACILITIES.
