Narrative:
I was inbound to fcm. The VOR was OTS at this time. A male controller from msp approach on 125.0 gave me a vector 360 degrees for the airport. I did not have the airport in sight. I was instructed to fly 360 degrees, descend and maintain 2500' MSL (I complied). Then a female controller on 125.0 asked me if I had the airport in sight. I said, 'negative.' she said, 'turn right 090 degrees, maintain 2500.' I called the airport in sight; she said contact the tower. I turned on my landing lights, called the tower and got no response at this time. I was about 3 mi final. I could hear tower talking to others, so I called again and go no response. I expected clearance to land, but with no response from the tower on the first 2 calls, I tried another radio.. While this was going on,I started descending because I knew if I didn't, I would overshoot the field.. On the third call, I reported final for 9R to the tower. The controller said there was an aircraft just ahead and below me. I sat up in my seat and I saw what I think was an small aircraft, just ahead and about 200' below me. At this time I was at 2000' MSL. I initiated a go around and told the tower I was going to make a right turn. The controller said, 'turn left, turn left--I have traffic on right base for 9R--do a 360 to the left and enter final.' he also asked if approach just turned me over and I said yes, but the real problem was caused by the time that elapsed between the first 3 radio calls to the tower. I climbed to 2500' MSL as I was turning, and when I reached final I reported final. The tower informed me of traffic on 1/2 mi final, to follow him, and I was cleared to land. The cause of this near miss was because I descended below 2500' before I had contact with the tower and cleared to do so. I should have maintained 2500' and overflew the airport and continued to try to contact the tower. Since I had my landing lights on, the tower could see how close I was to the other aircraft and alerted me to that fact immediately. I think he did a good job!

WHILE THIS WAS GOING ON,I STARTED DSNDING BECAUSE I KNEW IF I DIDN'T, I WOULD OVERSHOOT THE FIELD.. ON THE THIRD CALL, I RPTED FINAL FOR 9R TO THE TWR. THE CTLR SAID THERE WAS AN ACFT JUST AHEAD AND BELOW ME. I SAT UP IN MY SEAT AND I SAW WHAT I THINK WAS AN SMA, JUST AHEAD AND ABOUT 200' BELOW ME. AT THIS TIME I WAS AT 2000' MSL. I INITIATED A GAR AND TOLD THE TWR I WAS GOING TO MAKE A RIGHT TURN. THE CTLR SAID, 'TURN LEFT, TURN LEFT--I HAVE TFC ON RIGHT BASE FOR 9R--DO A 360 TO THE LEFT AND ENTER FINAL.' HE ALSO ASKED IF APCH JUST TURNED ME OVER AND I SAID YES, BUT THE REAL PROB WAS CAUSED BY THE TIME THAT ELAPSED BTWN THE FIRST 3 RADIO CALLS TO THE TWR. I CLBED TO 2500' MSL AS I WAS TURNING, AND WHEN I REACHED FINAL I RPTED FINAL. THE TWR INFORMED ME OF TFC ON 1/2 MI FINAL, TO FOLLOW HIM, AND I WAS CLRED TO LAND. THE CAUSE OF THIS NEAR MISS WAS BECAUSE I DSNDED BELOW 2500' BEFORE I HAD CONTACT WITH THE TWR AND CLRED TO DO SO. I SHOULD HAVE MAINTAINED 2500' AND OVERFLEW THE ARPT AND CONTINUED TO TRY TO CONTACT THE TWR. SINCE I HAD MY LNDG LIGHTS ON, THE TWR COULD SEE HOW CLOSE I WAS TO THE OTHER ACFT AND ALERTED ME TO THAT FACT IMMEDIATELY. I THINK HE DID A GOOD JOB!
