Narrative:

Small aircraft X was taxied out to runway 18 by ground control, pilot was disoriented from the start so the ground controller had to really work with the pilot to get him to the correct runway. Small aircraft X was #3 for departure behind 2 other light aircraft. At the same time there was an MTR Y out of saw AFB doing touch and goes on runway 28 with departures going about every 30 seconds to 1 minute off both runways plus multiple arrivals to both runways. Small aircraft X taxied onto runway 18 after the 2 aircraft in front of him departed and proceeded to takeoff without a clearance, nor was he instructed to taxi onto the runway, his last control instruction was to taxi to runway 18 by ground control. The local controller was busy with traffic east of the airport and with watching MTR Y doing a touch and go. As MTR Y was approaching taxiway B on his takeoff I saw, plus the local controller saw, the small aircraft X passing taxiway B off of runway 18 airborne, the local controller was attempting to figure out who the small aircraft X was when I said that you better do something with MTR Y before they hit in the intersection. The local controller told MTR Y to turn right immediately, that traffic was crossing his runway. MTR Y banked hard right and descended to go behind and under the small aircraft X. From my point at the flight data position, it appeared that they missed by 100' horizontal and 50' vertical.

Title: SMA TOOK OFF WITHOUT A CLRNC AND CAME CLOSE TO AN MTR MAKING TOUCH AND GOES ON A CROSSING RWY.

Narrative: SMA X WAS TAXIED OUT TO RWY 18 BY GND CTL, PLT WAS DISORIENTED FROM THE START SO THE GND CTLR HAD TO REALLY WORK WITH THE PLT TO GET HIM TO THE CORRECT RWY. SMA X WAS #3 FOR DEP BEHIND 2 OTHER LIGHT ACFT. AT THE SAME TIME THERE WAS AN MTR Y OUT OF SAW AFB DOING TOUCH AND GOES ON RWY 28 WITH DEPS GOING ABOUT EVERY 30 SECONDS TO 1 MINUTE OFF BOTH RWYS PLUS MULTIPLE ARRIVALS TO BOTH RWYS. SMA X TAXIED ONTO RWY 18 AFTER THE 2 ACFT IN FRONT OF HIM DEPARTED AND PROCEEDED TO TKOF WITHOUT A CLRNC, NOR WAS HE INSTRUCTED TO TAXI ONTO THE RWY, HIS LAST CTL INSTRUCTION WAS TO TAXI TO RWY 18 BY GND CTL. THE LCL CTLR WAS BUSY WITH TFC EAST OF THE ARPT AND WITH WATCHING MTR Y DOING A TOUCH AND GO. AS MTR Y WAS APCHING TXWY B ON HIS TKOF I SAW, PLUS THE LCL CTLR SAW, THE SMA X PASSING TXWY B OFF OF RWY 18 AIRBORNE, THE LCL CTLR WAS ATTEMPTING TO FIGURE OUT WHO THE SMA X WAS WHEN I SAID THAT YOU BETTER DO SOMETHING WITH MTR Y BEFORE THEY HIT IN THE INTXN. THE LCL CTLR TOLD MTR Y TO TURN RIGHT IMMEDIATELY, THAT TFC WAS XING HIS RWY. MTR Y BANKED HARD RIGHT AND DESCENDED TO GO BEHIND AND UNDER THE SMA X. FROM MY POINT AT THE FLT DATA POSITION, IT APPEARED THAT THEY MISSED BY 100' HORIZ AND 50' VERT.
