Narrative:
Air carrier X to los angeles departed san diego. Pilot was switched to departure and acknowledged the frequency change. The pilot did not call departure (san diego TRACON) or turn his transponder on. As a result, departure control was unaware of the aircraft until the aircraft requested a frequency change 20 mi outside san diego TRACON airspace. No separation loss occurred.

Title: ACR X FAILED TO FOLLOW ATC INSTRUCTIONS TO CONTACT DEP CTL. PLT DEVIATION.
Narrative: ACR X TO LOS ANGELES DEPARTED SAN DIEGO. PLT WAS SWITCHED TO DEP AND ACKNOWLEDGED THE FREQ CHANGE. THE PLT DID NOT CALL DEP (SAN DIEGO TRACON) OR TURN HIS XPONDER ON. AS A RESULT, DEP CTL WAS UNAWARE OF THE ACFT UNTIL THE ACFT REQUESTED A FREQ CHANGE 20 MI OUTSIDE SAN DIEGO TRACON AIRSPACE. NO SEPARATION LOSS OCCURRED.
