Narrative:

Aircraft following road under marginal VFR conditions met up with aircraft traveling opp direction. Evasive action taken by diving and turning right. 3-4 seconds reaction time due to low visibility. My concentration was so heavy on ground due to low visibility, and desire to remain VFR, that scan outside could have been better. Requested VFR flight following from madison, wi, prior to incident. I was told to stay clear and to not contact them again due to workload. What good is having the mode C if they won't assist you? ATC is for airliners only?!

Narrative: ACFT FOLLOWING ROAD UNDER MARGINAL VFR CONDITIONS MET UP WITH ACFT TRAVELING OPP DIRECTION. EVASIVE ACTION TAKEN BY DIVING AND TURNING RIGHT. 3-4 SECS REACTION TIME DUE TO LOW VISIBILITY. MY CONCENTRATION WAS SO HEAVY ON GND DUE TO LOW VISIBILITY, AND DESIRE TO REMAIN VFR, THAT SCAN OUTSIDE COULD HAVE BEEN BETTER. REQUESTED VFR FLT FOLLOWING FROM MADISON, WI, PRIOR TO INCIDENT. I WAS TOLD TO STAY CLR AND TO NOT CONTACT THEM AGAIN DUE TO WORKLOAD. WHAT GOOD IS HAVING THE MODE C IF THEY WON'T ASSIST YOU? ATC IS FOR AIRLINERS ONLY?!
