Narrative:

I, small transport X, was inbound to saf from the east. Tower told me to report a 4 mi right base for runway 33. I also heard the pilot of an small transport Y report to the tower that she was 13 mi east. At the time I was 9 mi east. The tower asked her to report a 5 mi right base. When I reported established on a 4 mi base, I hadn't heard the small transport Y report so I assumed she was still east of my position. While I was on a 1 mi final the small transport Y pilot reported that she was 'over the racetrack.' the racetrack was right in front of me and I then saw the small transport Y pass across the final for 33 about 300' above me at an apparently high rate of speed. This course put her on a collision course with an small transport Z that was on left base. The tower told her to immediately turn right and the small transport Z to make a right 360 degree turn. The right turn put her on a head-on course with an small aircraft U on downwind. At this point I was almost on the ground and due to the confusion, I was uncertain if I had been cleared to land. I landed anyway as I was reluctant to initiate a go around with small transport Y's intentions unknown.

THE TWR ASKED HER TO RPT A 5 MI RIGHT BASE. WHEN I RPTED ESTABLISHED ON A 4 MI BASE, I HADN'T HEARD THE SMT Y RPT SO I ASSUMED SHE WAS STILL E OF MY POS. WHILE I WAS ON A 1 MI FINAL THE SMT Y PLT RPTED THAT SHE WAS 'OVER THE RACETRACK.' THE RACETRACK WAS RIGHT IN FRONT OF ME AND I THEN SAW THE SMT Y PASS ACROSS THE FINAL FOR 33 ABOUT 300' ABOVE ME AT AN APPARENTLY HIGH RATE OF SPD.
