Narrative:
Air carrier X widebody transport instructed to cross runway 01L, hold short of runway 01R. Atx light transport in takeoff position runway 01R. Frequency/airport very busy, several other aircraft given instructions and clrncs. Atx was cleared for takeoff, advised that widebody transport downfield was holding short. Pilot questioned whether widebody transport really would hold short, as it was approaching hold line under full taxi speed. I asked widebody transport to confirm holding short, which they replied affirmative and simultaneously braked heavily to stop just short of runway. (Later review of tapes confirmed above.) if both atx pilot and myself weren't scanning as closely as we were, incident surely would have occurred, as air carrier X pilots apparently forgot they were supposed to hold short. It was also helpful having both the departing aircraft and crossing aircraft on the same frequency. Had the air carrier X been on ground frequency, he would have been half way across the runway before anyone could get word to them.

Title: ACR X CROSSED HOLD LINES BEFORE HOLDING SHORT OF RWY. POSSIBLE PLT DEVIATION.
Narrative: ACR X WDB INSTRUCTED TO CROSS RWY 01L, HOLD SHORT OF RWY 01R. ATX LTT IN TKOF POSITION RWY 01R. FREQ/ARPT VERY BUSY, SEVERAL OTHER ACFT GIVEN INSTRUCTIONS AND CLRNCS. ATX WAS CLRED FOR TKOF, ADVISED THAT WDB DOWNFIELD WAS HOLDING SHORT. PLT QUESTIONED WHETHER WDB REALLY WOULD HOLD SHORT, AS IT WAS APCHING HOLD LINE UNDER FULL TAXI SPEED. I ASKED WDB TO CONFIRM HOLDING SHORT, WHICH THEY REPLIED AFFIRMATIVE AND SIMULTANEOUSLY BRAKED HEAVILY TO STOP JUST SHORT OF RWY. (LATER REVIEW OF TAPES CONFIRMED ABOVE.) IF BOTH ATX PLT AND MYSELF WEREN'T SCANNING AS CLOSELY AS WE WERE, INCIDENT SURELY WOULD HAVE OCCURRED, AS ACR X PLTS APPARENTLY FORGOT THEY WERE SUPPOSED TO HOLD SHORT. IT WAS ALSO HELPFUL HAVING BOTH THE DEPARTING ACFT AND XING ACFT ON THE SAME FREQ. HAD THE ACR X BEEN ON GND FREQ, HE WOULD HAVE BEEN HALF WAY ACROSS THE RWY BEFORE ANYONE COULD GET WORD TO THEM.
