Narrative:
May have started ILS approach below landing minimums. On final, ILS approach 6R 5-7 mi out fire island end of runway is visible. Approach reported RVR as 1800. Established on glide path and cleared for approach contact tower. At outer marker visual clues disappeared and tower advised RVR 1800. Since we previously had visual we decided to continue. Saw the runway end and lights and landed during rollout. Center of airport VFR, tower, runways (other) clearly visible along with terminals, etc. Tower asked if we saw the strobe lights. We advised not sure as the crew was busy looking for visual cues and standard callouts on a low visibility approach. Tower's comments after landing. The strobes are on but we are not sure they are working. We were not advised that there may be a problem with the lighting system(south). Furthermore, most of the flts coming to anchorage from the pacific rim and europe are used to the metric and ICAO WX systems, etc. Suggest 'feet' be added to RVR value as standard phraseology pacific rim and europe on all radio xmissions and ATIS's, ie, RVR 1800 meters runway 27L ceiling 8 octas 400'. USA is about the only place left in the world that uses inches, feet and yards plus statute miles. National WX service also prints all there WX in icaco format with visibilities in kilometers and meters.

Narrative: MAY HAVE STARTED ILS APCH BELOW LNDG MINIMUMS. ON FINAL, ILS APCH 6R 5-7 MI OUT FIRE ISLAND END OF RWY IS VISIBLE. APCH REPORTED RVR AS 1800. ESTABLISHED ON GLIDE PATH AND CLRED FOR APCH CONTACT TWR. AT OUTER MARKER VISUAL CLUES DISAPPEARED AND TWR ADVISED RVR 1800. SINCE WE PREVIOUSLY HAD VISUAL WE DECIDED TO CONTINUE.
