Narrative:
I was doing a walkaround of the aircraft at wichita mid-continent airport (gate). Ground noticed that the fuelers had not hooked up the fueling truck's grounding wires properly. They stated that there were no provisions (grounding rods in the ramp) for grounding the aircraft and trucks at that gate for that medium large transport model aircraft. I notified the local FAA office of the situation and advised gate personnel to advise the local airline's station manager of the situation. Callback conversation with reporter revealed the following: reporter believes the situation of lack of a grounding device at gate 10 at ict has not changed. Reporter observes fueling continuing each time he has been there to observe. Has been on vacation past 10 days and is not aware of any reaction to his notification of FAA and his company ground personnel.

Title: CAPT ON PREFLT WALKAROUND NOTED REFUELING IN PROGRESS WITHOUT PROPER GROUNDING OF THE ACFT.
Narrative: I WAS DOING A WALKAROUND OF THE ACFT AT WICHITA MID-CONTINENT ARPT (GATE). GND NOTICED THAT THE FUELERS HAD NOT HOOKED UP THE FUELING TRUCK'S GNDING WIRES PROPERLY. CALLBACK CONVERSATION WITH REPORTER REVEALED THE FOLLOWING: REPORTER BELIEVES THE SITUATION OF LACK OF A GNDING DEVICE AT GATE 10 AT ICT HAS NOT CHANGED. REPORTER OBSERVES FUELING CONTINUING EACH TIME HE HAS BEEN THERE TO OBSERVE. HAS BEEN ON VACATION PAST 10 DAYS AND IS NOT AWARE OF ANY REACTION TO HIS NOTIFICATION OF FAA AND HIS COMPANY GND PERSONNEL.
