Narrative:
Upon departure from hwd, we were instructed by the tower to remain clear of the oak arsa. We turned on our desired course and leveled off at 1500' MSL, the base of the arsa. Shortly thereafter, tower called and said 'say altitude.' we responded with, '1500'.' they responded with, 'you're in the arsa; descend below the arsa.' in retrospect, I should have responded with '1499' when asked for my altitude. I guess a lack of education on my part resulted in an arsa intrusion. I should have leveled at 1450' MSL, realizing now that 1500' MSL on the chart is the actual base of the arsa.

Title: GA SMA UNAUTH PENETRATION OF OAK ARSA.
Narrative: UPON DEP FROM HWD, WE WERE INSTRUCTED BY THE TWR TO REMAIN CLR OF THE OAK ARSA. WE TURNED ON OUR DESIRED COURSE AND LEVELED OFF AT 1500' MSL, THE BASE OF THE ARSA. SHORTLY THEREAFTER, TWR CALLED AND SAID 'SAY ALT.' WE RESPONDED WITH, '1500'.' THEY RESPONDED WITH, 'YOU'RE IN THE ARSA; DSND BELOW THE ARSA.'
