Narrative:
I was cleared for a visual approach to 27L, the tower requested a tight pattern. On short final, I observed another aircraft at 1 O'clock about 100' above me and headed directly toward me. I made a sharp, descending right turn. The tower said they had advised us of the traffic, however, the other pilot with me and I, had not heard any such advisory and we definitely had not acknowledged it. After landing, I called the tower and was told the other aircraft was supposed to land on 27R but had overshot the 27R centerline by approximately 700' and that the tower controller was a trainee. I feel that the trainee should have been more carefully supervised and the traffic was not properly spaced when taking into consideration the distance between 27R and 27L. Also, the other aircraft should have been advised that he was overshooting the centerline of his assigned runway.

Title: FLT CREW OF SMT HAD NMAC WITH SMA ON SHORT FINAL TO PTK ARPT.
Narrative: I WAS CLRED FOR A VISUAL APCH TO 27L, THE TWR REQUESTED A TIGHT PATTERN. ON SHORT FINAL, I OBSERVED ANOTHER ACFT AT 1 O'CLOCK ABOUT 100' ABOVE ME AND HEADED DIRECTLY TOWARD ME. I MADE A SHARP, DESCENDING RIGHT TURN. THE TWR SAID THEY HAD ADVISED US OF THE TFC, HOWEVER, THE OTHER PLT WITH ME AND I, HAD NOT HEARD ANY SUCH ADVISORY AND WE DEFINITELY HAD NOT ACKNOWLEDGED IT. AFTER LNDG, I CALLED THE TWR AND WAS TOLD THE OTHER ACFT WAS SUPPOSED TO LAND ON 27R BUT HAD OVERSHOT THE 27R CENTERLINE BY APPROX 700' AND THAT THE TWR CTLR WAS A TRAINEE. I FEEL THAT THE TRAINEE SHOULD HAVE BEEN MORE CAREFULLY SUPERVISED AND THE TFC WAS NOT PROPERLY SPACED WHEN TAKING INTO CONSIDERATION THE DISTANCE BETWEEN 27R AND 27L. ALSO, THE OTHER ACFT SHOULD HAVE BEEN ADVISED THAT HE WAS OVERSHOOTING THE CENTERLINE OF HIS ASSIGNED RWY.
