Narrative:
Small transport X waiting to cross runway 34 (the active), light transport Y on taxiway C waiting to cross runway 23L to get to full length for runway 34, and small aircraft Z on short final for touch and go on runway 34. I called light transport Y, using small transport X's call sign, and told him to 'cross runway 23L to taxiway K.' the small transport X crossed runway 34 at an intersection 4930' from the approach end on runway 23R. The cause of the incident was aircraft identify. Better strip board management would have helped.

Title: ACFT WAS CLEARED ACROSS AN ACTIVE RWY IN FRONT OF A LNDG ACFT.
Narrative: SMT X WAITING TO CROSS RWY 34 (THE ACTIVE), LTT Y ON TXWY C WAITING TO CROSS RWY 23L TO GET TO FULL LENGTH FOR RWY 34, AND SMA Z ON SHORT FINAL FOR TOUCH AND GO ON RWY 34. I CALLED LTT Y, USING SMT X'S CALL SIGN, AND TOLD HIM TO 'CROSS RWY 23L TO TXWY K.' THE SMT X CROSSED RWY 34 AT AN INTXN 4930' FROM THE APCH END ON RWY 23R. THE CAUSE OF THE INCIDENT WAS ACFT IDENT. BETTER STRIP BOARD MGMNT WOULD HAVE HELPED.
