Narrative:

Small transport X was cleared to evile intersection (the 22 DME fix on the 102 degree right V76), as per the LOA between ZHU and ZFW. Small transport X came on my frequency and said he was 20 DME, descending to 8000'. Small transport X said ZHU told him to cross evile at 8000'. This is a continuing almost daily problem as ZHU does not issue holding and efc and ZFW does not have radio contact with the aircraft.

Narrative: SMT X WAS CLRED TO EVILE INTXN (THE 22 DME FIX ON THE 102 DEG R V76), AS PER THE LOA BTWN ZHU AND ZFW. SMT X CAME ON MY FREQ AND SAID HE WAS 20 DME, DSNDING TO 8000'. SMT X SAID ZHU TOLD HIM TO CROSS EVILE AT 8000'. THIS IS A CONTINUING ALMOST DAILY PROB AS ZHU DOES NOT ISSUE HOLDING AND EFC AND ZFW DOES NOT HAVE RADIO CONTACT WITH THE ACFT.
