Narrative:
I advised love tower that we were awaiting release for takeoff. The tower clearance was to hold short of runway 13L. I acknowledged the clearance. After a short time I heard clearance for us to hold on the runway. I acknowledged the clearance 'on to hold'. We completed our 'before takeoff' and 'takeoff' checklists on the runway. I believe an aircraft departed downfield from us from the windsock intersection. On runway 13R an airplane departed as we held on 13L. After our checklist was complete we waited briefly for takeoff clearance. As I scanned the flight panel I saw a shadow pass by. I looked up and saw an small aircraft land over us. I heard tower say for us to 'hold short for landing traffic on short final' when the small aircraft was about to touch down. My fellow crew member radioed tower that 'he just went over us'. There was silence and after about 30 seconds we were cleared for takeoff. It is common for us to be held on the runway (13L) for airline departures on 13R. Less common, but frequently done, we hold for downfield 'windsock' departures by non jet aircraft. Increased traffic flow on friday afternoons results in simultaneous radio xmissions. Congestion problems result because of too many arrivals at peak hours. Holding aircraft 'in position' on the runway over 30 seconds should be avoided during the rush hours.

Title: CORP FLT CREW MISUNDERSTANDS CLRNC TO TAXI INTO POSITION AND HOLD. WHILE HOLDING ON THE END OF THE RWY A LNDG SMA LANDS OVER THEM.
Narrative: I ADVISED LOVE TWR THAT WE WERE AWAITING RELEASE FOR TKOF. THE TWR CLRNC WAS TO HOLD SHORT OF RWY 13L. I ACKNOWLEDGED THE CLRNC. AFTER A SHORT TIME I HEARD CLRNC FOR US TO HOLD ON THE RWY. I ACKNOWLEDGED THE CLRNC 'ON TO HOLD'. WE COMPLETED OUR 'BEFORE TKOF' AND 'TKOF' CHECKLISTS ON THE RWY. I BELIEVE AN ACFT DEPARTED DOWNFIELD FROM US FROM THE WINDSOCK INTERSECTION. ON RWY 13R AN AIRPLANE DEPARTED AS WE HELD ON 13L. AFTER OUR CHECKLIST WAS COMPLETE WE WAITED BRIEFLY FOR TKOF CLRNC. AS I SCANNED THE FLT PANEL I SAW A SHADOW PASS BY.
