Climbing to fl 310 as cleared. Noticed TCAS target closing climbing through FL26.5. ATC told us to 'go back down and level off' at fl 260. Received an RA to 'descend; descend' and we acted accordingly. Descending aircraft came within 400 feet vertical clearance.
