Narrative:
Air carrier X was cleared to land by the mdw control tower on runway 31R. I was PIC of air carrier X, and acting as the PNF while my first officer was the PF on this leg. When air carrier X crossed approximately abeam the OM, mdw tower got involved with 2 jets doing a go around on 31L. I, being the PNF on this leg, was maintaining visibility sep with the 2 jets, making sure they would not conflict with air carrier X. Tower got involved in a lengthy discussion with the 2 jets in their go around procedures while air carrier X continued on the side-step approach to 31R. When air carrier was in the flare and T/D phase on runway 31R, my first officer and I became aware that we had just passed over an aircraft still in position at the approach end of 31R. Act X was never informed of air carrier Y being in position, nor were we issued a warning by mdw tower. Air carrier Y continued the landing roll-out west/O incident. Supplemental information from acn 121192: (air carrier Y pilot) our aircraft was cleared into position and hold on runway 31R. We did so. We were waiting over 2 mins in position. Meanwhile, on runway 31L, a situation developed where 2 jets were being told to go around. Another aircraft landed right over the top of us, missing us by 100-150' vertical. Supplemental information from acn 122036: (controller statement) I was training a deviation on local control and had to take the frequency to send an inbound medium large transport around because of anticipated less than standard separation between the arrival and a departing medium large transport. The departure was in a left turn and the arrival medium large transport was instructed to turn right heading 090 degrees. I observed the go around start a left turn instead of turning right, putting the arrival medium large transport into a conflict with the departing medium large transport. The pilot of the arrival medium large transport was again instructed to turn right, but refused and advised that he was turning left. During this time I also had verbal coordination with radar coordinator position, who in turn was coordinating with ord approach control as to what the go around and the departure were doing. As the conflict was resolved, I observed air carrier X landing on runway 31R. I then saw another air carrier Y holding on the approach end of runway 31R, as the lander rolled out on runway 31R.

SUPPLEMENTAL INFO FROM ACN 121192: (ACR Y PLT) OUR ACFT WAS CLRED INTO POS AND HOLD ON RWY 31R. WE DID SO. WE WERE WAITING OVER 2 MINS IN POS. MEANWHILE, ON RWY 31L, A SITUATION DEVELOPED WHERE 2 JETS WERE BEING TOLD TO GO AROUND. ANOTHER ACFT LANDED RIGHT OVER THE TOP OF US, MISSING US BY 100-150' VERT. SUPPLEMENTAL INFO FROM ACN 122036: (CTLR STATEMENT) I WAS TRNING A DEV ON LCL CTL AND HAD TO TAKE THE FREQ TO SEND AN INBND MLG AROUND BECAUSE OF ANTICIPATED LESS THAN STANDARD SEPARATION BTWN THE ARR AND A DEPARTING MLG. THE DEP WAS IN A LEFT TURN AND THE ARR MLG WAS INSTRUCTED TO TURN RIGHT HDG 090 DEGS.
