Narrative:
Repeated attempts to contact airport for prior permission to land were unsuccessful. Preflight review in my office of airport information did not show restrictions to transients. Review of data in cockpit showed restriction! Airport unicom did not respond to radio requests for permission for FAA controller's phone call (made at my request). I landed, got hassled by airport manager for not getting permission. Callback conversation with reporter revealed the following: reporter wanted to land at this particular airport because he had business with a man who wanted to meet him there. Airport is poorly maintained and has obstructions on approach. Reporter felt he had made an honest effort to obtain permission but had decided no one was monitoring the unicom or telephone. Airport manager stated prior permission to land was listed in the us airport facilities directory. Reporter was using an AOPA airport book which does list prior permission required.

Title: PLT OF PRIVATE SMA ACFT LANDED WITHOUT PRIOR PERMISSION AT 8N9, PA.
Narrative: REPEATED ATTEMPTS TO CONTACT ARPT FOR PRIOR PERMISSION TO LAND WERE UNSUCCESSFUL. PREFLT REVIEW IN MY OFFICE OF ARPT INFO DID NOT SHOW RESTRICTIONS TO TRANSIENTS.
