Narrative:
This was a military funded cap mission sortie hayward to duluth to ashland to hayward to do a line search with SID to side deviations as called for by the 2 observers in the plane. As the ceiling was scattered to broken at about 4000', I filed an IFR flight plan and placed 'cap search' in the remarks. I am a qualified cap command pilot and believed that this cleared me to deviate side to side as I flew direct between fixes. The ZMP controller questioned these deviations from direct, so I stopped them and completed the line search with centered CDI. In trying to figure out what was wrong so I could correct it, I believe I should probably tell the controller each time I deviate even when it is only by 1 or 2 degrees either side. Also, since we work a lot with ord, I should have realized that msp might have a different understanding of our procedures.

Title: PVT ACFT ON CIVIL AIR PATROL FLT FILES AN IFR PLAN, BUT DEVIATES FROM ONE SIDE OF COURSE TO THE OTHER WITHOUT PERMISSION FROM ATC.
