Narrative:
Sat tail of airplane on ground. After passenger were boarded, failed to report incident to maintenance before continuing. I visibly checked tail for damage, none observed. Chief pilot was present, ok'd flight to continue. Maintenance later checked aircraft for damage, but found none. Airplane was loaded in accordance to manifest, however, when I boarded airplane, put too much weight in rear passenger compartment and gust of wind may have put pressure on elevator and combined pressure of wind and weight of pilot resulted in pushing tail down on to the ground. I recommend all 135 and 121 operators review proper loading procedures and have a written amendment in operations manual covering such an occurrence. This would in effect give the PIC the knowledge and skills necessary to handle the situation should it happen again in the future.

Title: SMT ATX Y PROCEEDS ON TRIP WITH PASSENGERS WITHOUT PROPER INSPECTION AFTER TAIL DROP TO GND DURING LOADING.
Narrative: SAT TAIL OF AIRPLANE ON GND. AFTER PAX WERE BOARDED, FAILED TO REPORT INCIDENT TO MAINT BEFORE CONTINUING. I VISIBLY CHECKED TAIL FOR DAMAGE, NONE OBSERVED. CHIEF PLT WAS PRESENT, OK'D FLT TO CONTINUE. MAINT LATER CHECKED ACFT FOR DAMAGE, BUT FOUND NONE. AIRPLANE WAS LOADED IN ACCORDANCE TO MANIFEST, HOWEVER, WHEN I BOARDED AIRPLANE, PUT TOO MUCH WEIGHT IN REAR PAX COMPARTMENT AND GUST OF WIND MAY HAVE PUT PRESSURE ON ELEVATOR AND COMBINED PRESSURE OF WIND AND WEIGHT OF PLT RESULTED IN PUSHING TAIL DOWN ON TO THE GND. I RECOMMEND ALL 135 AND 121 OPERATORS REVIEW PROPER LOADING PROCS AND HAVE A WRITTEN AMENDMENT IN OPS MANUAL COVERING SUCH AN OCCURRENCE. THIS WOULD IN EFFECT GIVE THE PIC THE KNOWLEDGE AND SKILLS NECESSARY TO HANDLE THE SITUATION SHOULD IT HAPPEN AGAIN IN THE FUTURE.
