Narrative:
Prescott ATC tower is attempting to provide approach control service to aircraft conducting practice IFR approachs in VFR conditions. This is an unsafe practice as prescott tower is a non radar facility and is unable to provide meaningful traffic information to these aircraft. Recently management of prescott ATC tower proposed a new letter of agreement with abq ARTCC center which places the burden of issuing traffic information to these aircraft on the tower. West/O radar, this cannot be accomplished safely.

Title: VFR FAC IS ATTEMPTING TO PROVIDE APCH CTL SERVICES TO PRACTICE IFR APCH ACFT.
Narrative: PRESCOTT ATC TWR IS ATTEMPTING TO PROVIDE APCH CTL SVC TO ACFT CONDUCTING PRACTICE IFR APCHS IN VFR CONDITIONS. THIS IS AN UNSAFE PRACTICE AS PRESCOTT TWR IS A NON RADAR FAC AND IS UNABLE TO PROVIDE MEANINGFUL TFC INFO TO THESE ACFT. RECENTLY MGMNT OF PRESCOTT ATC TWR PROPOSED A NEW LETTER OF AGREEMENT WITH ABQ ARTCC CENTER WHICH PLACES THE BURDEN OF ISSUING TFC INFO TO THESE ACFT ON THE TWR.
