Narrative:
While on IFR flight from mmk to 0b6, otis controller dropped me from 5000' to 3000' and had me on an easterly heading for final vector to a visual at 0b6, when I noticed a target out of corner of my right eye proceeding north at same altitude. We were on a collision course and I eased back on control wheel and the small aircraft slid by me slightly below and slightly behind. 'Bogie' took no evasive action! Upon advising controller of 'near miss' he advised me that 'bogie' was not showing an altitude. I advised him that I almost 'had it'! When I left mmk the WX was forecast to deteriorate. When I arrived in the hya area the WX was much better than forecast. It's been my experience over the years that ATC controllers become very lax in reporting conflicting traffic when the WX becomes VMC even though you are on an IFR flight plan.

Title: WHILE BEING VECTORED FOR AN APCH, SMA HAS AN NMAC WITH ANOTHER SMA.
Narrative: WHILE ON IFR FLT FROM MMK TO 0B6, OTIS CTLR DROPPED ME FROM 5000' TO 3000' AND HAD ME ON AN EASTERLY HDG FOR FINAL VECTOR TO A VISUAL AT 0B6, WHEN I NOTICED A TARGET OUT OF CORNER OF MY RIGHT EYE PROCEEDING N AT SAME ALT. WE WERE ON A COLLISION COURSE AND I EASED BACK ON CONTROL WHEEL AND THE SMA SLID BY ME SLIGHTLY BELOW AND SLIGHTLY BEHIND. 'BOGIE' TOOK NO EVASIVE ACTION! UPON ADVISING CTLR OF 'NEAR MISS' HE ADVISED ME THAT 'BOGIE' WAS NOT SHOWING AN ALT. I ADVISED HIM THAT I ALMOST 'HAD IT'! WHEN I LEFT MMK THE WX WAS FORECAST TO DETERIORATE. WHEN I ARRIVED IN THE HYA AREA THE WX WAS MUCH BETTER THAN FORECAST. IT'S BEEN MY EXPERIENCE OVER THE YEARS THAT ATC CTLRS BECOME VERY LAX IN REPORTING CONFLICTING TFC WHEN THE WX BECOMES VMC EVEN THOUGH YOU ARE ON AN IFR FLT PLAN.
