Narrative:
Phl evening rush, landing runway 9R and 17 and departing runways 9L and 17. Traffic inbound to 9R at such tight intervals that local had to prompt each arrival to exit the runway quickly to avoid go around's. Constant line-up for departures on both runways. In departure delays for ZNY. Steady inbound traffic to runway 17. Local controller put small aircraft X in position on runway 17 for departure for traffic to depart 9L. Ground control became saturated. Local had to hold 6 aircraft on south side of runway 9L and coordinate with ground to get things moving. Local cleared atx Y to land on runway 17 and forgot about small aircraft X, being preoccupied with several close interval 9R arrs and holding aircraft for ground. On 1 mi final atx Y advised he was going around because an aircraft was on the runway. Local kept atx Y in left traffic for 17 and he landed behind the aircraft behind him on final after small aircraft X took off.

Title: SMA X HOLDING IN POSITION AWAITING TKOF CLRNC. ATX Y WAS CLEARED TO LAND. ATX Y EXECUTED A GO AROUND AT 1 MILE DUE TO SMA X IN POSITION. POSSIBLE LESS THAN STANDARD SEPARATION SYSTEM ERROR.
Narrative: PHL EVENING RUSH, LNDG RWY 9R AND 17 AND DEPARTING RWYS 9L AND 17. TFC INBND TO 9R AT SUCH TIGHT INTERVALS THAT LCL HAD TO PROMPT EACH ARR TO EXIT THE RWY QUICKLY TO AVOID GAR'S.
