Narrative:
We were VFR in level flight at 2800' MSL, about 11 DME south of the oma VOR with the localizer needle starting to become active. At this time a controller came on the frequency and told us to turn right immediately (the heading was approximately 90 degrees from what we were holding), traffic at 12 O'clock, less than 2 mi, opp direction. The tone of his voice dictated a 60+ degree bank turn. During the turn, my first officer and a check airman on the jump seat spotted a MTR passing overhead, altitude estimated from on our altitude to be about 200' higher. During a call to the approach control facility at oma, I learned that the MTR that we missed had no transponder and had experienced hydraulic problems. It was a flight of 2 aircraft. The transponder equipment aircraft was flying a normal turn to final. The MTR with hydraulic problems made a wider than normal turn going into offutt AFB. This primary target MTR was not showing very well on the radar screen. Another controller spotted the conflict between us and the primary target. This controller apparently broke in and gave us the turn. My F/a's stated that no one noticed the unusual hard turn.

Title: CLOSE PROX ACR-MLG MTR JUST SOUTH OF OMA ARSA.
Narrative: WE WERE VFR IN LEVEL FLT AT 2800' MSL, ABOUT 11 DME S OF THE OMA VOR WITH THE LOC NEEDLE STARTING TO BECOME ACTIVE. AT THIS TIME A CTLR CAME ON THE FREQ AND TOLD US TO TURN RIGHT IMMEDIATELY (THE HDG WAS APPROX 90 DEGS FROM WHAT WE WERE HOLDING), TFC AT 12 O'CLOCK, LESS THAN 2 MI, OPP DIRECTION. THE TONE OF HIS VOICE DICTATED A 60+ DEG BANK TURN. DURING THE TURN, MY F/O AND A CHK AIRMAN ON THE JUMP SEAT SPOTTED A MTR PASSING OVERHEAD, ALT ESTIMATED FROM ON OUR ALT TO BE ABOUT 200' HIGHER. DURING A CALL TO THE APCH CTL FAC AT OMA, I LEARNED THAT THE MTR THAT WE MISSED HAD NO XPONDER AND HAD EXPERIENCED HYD PROBS. IT WAS A FLT OF 2 ACFT.
