Narrative:
IFR flight on rainy day, electrical failure. ATC notified via transceiver. Requested to continue to alternate (much larger and better equipped facility), but could not get clearance. After much arguing, finally received radar vectors to a 2000' field with a published NDB approach. Broke minimums and landed VFR with great difficulty.
