Narrative:
On the night of 9/wed/89, I was given clearance to land on runway 19 by ATC. After landing I was instructed to exit to the left. I exited at taxiway C. The ATC then asked my destination. I stated 'the west t-hangars.' ATC then instructed me to make a 180 degree turn and cross runway 19 at the intersection. At the intersection of runway 19 and 27, an airplane passed me at about 75' high and 150' to my right, over runway 27. I feel this incident may have happened because of: 1) possible radio interference; 2) ATC failure to monitor ground traffic to see if intended instructions were followed; 3) misinterp of instruction by pilot; and D) improper instructions given. What I feel will help prevent this type incident: 1) a light system controling entrance to runways as an added safeguard against unwanted entry to runway (go on green, stop on red); and B) taxiway and runway well marked and idented.

Title: GA SMA UNAUTH RWY CROSSING CAUSING CLOSE PROX WITH OTHER ACFT ON GO AROUND.
Narrative: ON THE NIGHT OF 9/WED/89, I WAS GIVEN CLRNC TO LAND ON RWY 19 BY ATC. AFTER LNDG I WAS INSTRUCTED TO EXIT TO THE LEFT. I EXITED AT TXWY C. THE ATC THEN ASKED MY DEST. I STATED 'THE W T-HANGARS.' ATC THEN INSTRUCTED ME TO MAKE A 180 DEG TURN AND CROSS RWY 19 AT THE INTXN. AT THE INTXN OF RWY 19 AND 27, AN AIRPLANE PASSED ME AT ABOUT 75' HIGH AND 150' TO MY RIGHT, OVER RWY 27. I FEEL THIS INCIDENT MAY HAVE HAPPENED BECAUSE OF: 1) POSSIBLE RADIO INTERFERENCE; 2) ATC FAILURE TO MONITOR GND TFC TO SEE IF INTENDED INSTRUCTIONS WERE FOLLOWED; 3) MISINTERP OF INSTRUCTION BY PLT; AND D) IMPROPER INSTRUCTIONS GIVEN. WHAT I FEEL WILL HELP PREVENT THIS TYPE INCIDENT: 1) A LIGHT SYS CTLING ENTRANCE TO RWYS AS AN ADDED SAFEGUARD AGAINST UNWANTED ENTRY TO RWY (GO ON GREEN, STOP ON RED); AND B) TXWY AND RWY WELL MARKED AND IDENTED.
