Narrative:

At rsw, outer pane of first officer window cracked while aircraft was parked at gate. Maintenance called and inspected window. Verified that only outer pane was cracked and that structural integrity of window was not effected. Crack did not obstruct first officer line of vision. Maintenance and dispatch said I could go with MEL for window heat inoperative. I flew at 25000' and airspeed at 250 KTS. In retrospect, I feel I was not legal to go since MEL did not specifically address a cracked windshield.

Title: ACR MLG DEPARTED ON SCHEDULED PASSENGER FLT WITH FO'S WINDSHIELD CRACKED. MAINTENANCE HAD VERIFIED THAT IT WAS ONLY THE OUTER PANE AND MINIMUM EQUIPMENT LIST RESTRICTIONS WERE COMPLIED WITH.
