During clearance I was given climb via the UECKR1 RNAV except maintain 3000 [feet]. Departure told us to climb to 13000 [feet.] did the expect altitude of 8000 [feet] apply? Thus the [safety report] form; one of many; dealing with sids and stars. Sids and stars work until the controller modifies them. Rant over.
