Aircraft was being towed on active taxiway with no personnel in the cockpit. No nav or anti-collision light were displayed. Safety concern. Airport's dept. Of aviation rules and regs state that aircraft towing on active taxiways should be performed by licensed aircraft mechanics. A mechanic should be in the flight deck during towing to ride brakes.

Title: A Line Aircraft Maintenance Technician (AMT) reports observing a Regional jet aircraft that was towed on an active taxiway at an Airport without Navigation or Anti-collision lights on and no personnel in the cockpit.
