Narrative:
An A320 was cleared to descend via the ivane 5 into clt. This gives the aircraft a window crossing the mayos intersection between FL240 and FL260. The aircraft crossed mayos at FL220 and descending. ZTL had to stop the aircraft from descending further. I was the field level manager (flm) of the area at the time of the event and the cpc working the position brought this to my attention. This is a known issue that has been reported numerous times before. The descend via the ivane 5 needs to be terminated to prevent this from happening in the future.
