Narrative:
Cleared visual approach runway 18L at mco with 'cross orlando VOR 2500' or above call tower'. Latest ATIS reported winds 210/09. Tower cleared us to land and reported winds 130/13. We refused landing and made a visual approach to runway 36R. Tower told captain 'winds changed 3 minutes ago' and had not notified approach control of wind shift. Approach would have required greater than 2000 FPM descent in order to be stabilized by 1000' into known decreasing performance wind and possible shear. Tower should have recognized this wind shift to possibly detrimental to safety of flight and notified all concerned.

Narrative: CLRED VISUAL APCH RWY 18L AT MCO WITH 'CROSS ORLANDO VOR 2500' OR ABOVE CALL TWR'. LATEST ATIS REPORTED WINDS 210/09. TWR CLRED US TO LAND AND REPORTED WINDS 130/13. WE REFUSED LNDG AND MADE A VISUAL APCH TO RWY 36R. TWR TOLD CAPT 'WINDS CHANGED 3 MINUTES AGO' AND HAD NOT NOTIFIED APCH CTL OF WIND SHIFT. APCH WOULD HAVE REQUIRED GREATER THAN 2000 FPM DSCNT IN ORDER TO BE STABILIZED BY 1000' INTO KNOWN DECREASING PERFORMANCE WIND AND POSSIBLE SHEAR. TWR SHOULD HAVE RECOGNIZED THIS WIND SHIFT TO POSSIBLY DETRIMENTAL TO SAFETY OF FLT AND NOTIFIED ALL CONCERNED.
