Narrative:
I work at the TRACON. Myf tower (probably thru inexperience) did not issue inbound traffic from the west which caused a safety alert to be issued to the small transport and evasive action required to miss the traffic. This problem is consistent. The towers do not seem to realize the importance of issuing the inbound traffic to the departing traffic prior to sending the aircraft over to departure control.
Original NASA ASRS Text
Title: AN IFR SMT CONFLICTED WITH A VFR ARRIVING ACFT.
Narrative: I WORK AT THE TRACON. MYF TWR (PROBABLY THRU INEXPERIENCE) DID NOT ISSUE INBND TFC FROM THE W WHICH CAUSED A SAFETY ALERT TO BE ISSUED TO THE SMT AND EVASIVE ACTION REQUIRED TO MISS THE TFC. THIS PROBLEM IS CONSISTENT. THE TWRS DO NOT SEEM TO REALIZE THE IMPORTANCE OF ISSUING THE INBND TFC TO THE DEPARTING TFC PRIOR TO SENDING THE ACFT OVER TO DEP CTL.
