Narrative:
At 1300' MSL on ILS final to 16R seatac, I saw a single engine small aircraft aircraft 200' off left side (10 O'clock) level heading about 300 degree toward my tail. I told sea tower, filed near miss report on ground. Tower told me small aircraft had departed boeing field, climbed above assigned altitude, and was not reporting mode C.
