Narrative:
On a VFR flight plan from ft lauderdale executive to peter O'knight in tampa, I found myself in the mia TCA thinking I had clearance to be there, but in fact not having clearance. The problem began when I called mia FSS to file a VFR flight plan from fxe direct lbv (VOR) direct tpf. I was informed by FSS that there were thunderstorms over the route of my flight. I was also informed that the route north of lake okeechobee would also soon be impassable. The FSS WX briefer then informed me that she was going to route me first south, and then west in order to pass to the south of the thunderstorms. She told me that north of dade collier airport would not be passable and that I would have to pass to the south of dade collier. The route she chose for me was from fxe south to the mia VOR (not southwest as it actually is), then west to everglades airport, then up the west coast of fl over naples, ft meyers, sarasota and then into tampa. My problem began when I mistook the biscayne bay VOR for the mia VOR, as the biscayne bay VOR was the only one to the south of fxe, as the briefer stated I should head (not southwest as the mia VOR actually is situated from fxe). Also, going direct from the biscayne bay VOR to everglades airport takes me south of dade collier airport, whereas going direct from the mia VOR to everglades takes me north of dade collier into the area of thunderstorms that the briefer was describing. I departed fxe with a transponder code. Tower transferred me to departure control. Departure gave me a southwest heading between 1000-1500'. Departure then instructed me to squawk 1200 and maintain VFR and gave me a frequency change. I changed frequencys, idented myself, informed them of my intention to head south to the mia VOR and then described my position as miles north of the mia VOR using my DME. In fact, since I was tuned into the biscayne bay VOR and not the mia VOR, I was reporting an incorrect position. I was heading south now and the station to which I was talking informed me that I did not have to speaking with them, and gave me another frequency change. The next station with which I communicated also did not seem to be aware of my flight plan. I then called departure control again and informed them that the station with which I was communicating did not appear to understand my position or flight plan. Mia departure gave me a transponder code, told me to turn to the northwest and informed me that I was in their TCA west/O clearance. I believe this problem was caused by 3 factors: 1) I was unfamiliar with the mia TCA and had no prior intention of flying through it except that the WX prevented me from taking my usual route. 2) the WX briefer continually described the mia VOR as being south of fxe. I even read back to her that I would fly south from fxe to the mia VOR, and she never once correctly stated that the mia VOR was southwest of fxe. 3) I reported my position as miles north of the mia VOR using the DME, when in fact I was tuned into the biscayne bay VOR. The stations with which I was communicating thought I was 20 mi northwest of where I actually was.

ALSO, GOING DIRECT FROM THE BISCAYNE BAY VOR TO EVERGLADES ARPT TAKES ME S OF DADE COLLIER ARPT, WHEREAS GOING DIRECT FROM THE MIA VOR TO EVERGLADES TAKES ME N OF DADE COLLIER INTO THE AREA OF TSTMS THAT THE BRIEFER WAS DESCRIBING. I DEPARTED FXE WITH A XPONDER CODE. TWR TRANSFERRED ME TO DEP CTL. DEP GAVE ME A SW HDG BTWN 1000-1500'. DEP THEN INSTRUCTED ME TO SQUAWK 1200 AND MAINTAIN VFR AND GAVE ME A FREQ CHANGE. I CHANGED FREQS, IDENTED MYSELF, INFORMED THEM OF MY INTENTION TO HEAD S TO THE MIA VOR AND THEN DESCRIBED MY POS AS MILES N OF THE MIA VOR USING MY DME.
