Narrative:
On the afternoon of oct/tue/89, flight X was cleared to taxi from FBO to runway 17L with an IFR clearance. We taxied to and held short of 17L. After preparing the aircraft for takeoff my copilot radioed the tower that we were ready for takeoff. The tower said flight X is cleared for takeoff, maintain runway heading. Both myself and my copilot heard the clearance. We departed at PM48 local (approximately) and shortly after liftoff the tower said your initial clearance was to hold short. He then said maintain runway heading, contact departure. My copilot said 'flight X, roger'. Myself and my copilot still have no idea what the controller was referring to. There was communication with a student pilot in the traffic pattern who took off just before us, and there was a lot of noise from the construction on the airport. These 2 factors may have contributed in a miscom. Supplemental information from acn 124667: while we were taxiing to the active runway an aircraft was landing on runway 17L and touched down before we reached the active runway. A student pilot was in the pattern doing landing practice on 17R. The tower was communicating a lot with the student pilot about the aircraft's wake turbulence. Our flight reached the active runway (17L) and held short until the aircraft was readied for takeoff. Next to the holding area was heavy construction, dump trucks, jackhammers and the like (lots of noise)! After the plane was readied for takeoff, the captain said he was ready to go so, I told the tower, 'flight X is ready to go'. The tower came back and said, 'X cleared for takeoff, maintain runway heading'. While our flight was receiving its clearance for takeoff, the tower was having a discussion with the student pilot about his lndgs and the aircraft's wake turbulence, coupled with this, dump trucks and heavy equipment were moving earth next to the taxiway causing a great deal of noise.

THERE WAS COM WITH A STUDENT PLT IN THE TFC PATTERN WHO TOOK OFF JUST BEFORE US, AND THERE WAS A LOT OF NOISE FROM THE CONSTRUCTION ON THE ARPT. THESE 2 FACTORS MAY HAVE CONTRIBUTED IN A MISCOM. SUPPLEMENTAL INFORMATION FROM ACN 124667: WHILE WE WERE TAXIING TO THE ACTIVE RWY AN ACFT WAS LNDG ON RWY 17L AND TOUCHED DOWN BEFORE WE REACHED THE ACTIVE RWY. A STUDENT PLT WAS IN THE PATTERN DOING LNDG PRACTICE ON 17R. THE TWR WAS COMMUNICATING A LOT WITH THE STUDENT PLT ABOUT THE ACFT'S WAKE TURBULENCE. OUR FLT REACHED THE ACTIVE RWY (17L) AND HELD SHORT UNTIL THE ACFT WAS READIED FOR TKOF. NEXT TO THE HOLDING AREA WAS HEAVY CONSTRUCTION, DUMP TRUCKS, JACKHAMMERS AND THE LIKE (LOTS OF NOISE)! AFTER THE PLANE WAS READIED FOR TKOF, THE CAPT SAID HE WAS READY TO GO SO, I TOLD THE TWR, 'FLT X IS READY TO GO'. THE TWR CAME BACK AND SAID, 'X CLRED FOR TKOF, MAINTAIN RWY HDG'. WHILE OUR FLT WAS RECEIVING ITS CLRNC FOR TKOF, THE TWR WAS HAVING A DISCUSSION WITH THE STUDENT PLT ABOUT HIS LNDGS AND THE ACFT'S WAKE TURBULENCE, COUPLED WITH THIS, DUMP TRUCKS AND HEAVY EQUIPMENT WERE MOVING EARTH NEXT TO THE TXWY CAUSING A GREAT DEAL OF NOISE.
