Approximately 700 feet; received 'caution obstacle' GPWS. Lighted refinery stack in sight; VASI in sight; runway in sight and sink 400 rpm. Continued to land. Uneventful landing and taxi. After reviewing pubs after landing we should have executed a go-around in night VFR.
