Narrative:
On an IFR flight plan, we conducted the VOR-29 approach to N87, attempted to circle to land on runway 11 and then performed a missed approach, as published. We received clearance from ATC (mcguire RAPCON 119.05) for a second approach. We reported procedure turn inbound and VOR inbound. Our last communication with ATC was 'talk to you in a bit', which was my way of saying we would be calling by landline after landing, barring another missed approach. Upon landing, we discovered an small aircraft was about to depart IFR from runway 11, having received a departure clearance and void time notwithstanding that we were conducting apches and had not cancelled IFR. We were broadcasting our intentions over unicom 123.0. Thus, the small aircraft knew we were in the area. Our unicom xmissions were sporadic, however, due to the heavy workload at the time. WX conditions were lifr in fog. We cancelled IFR by landline to mcguire about 10 mins after landing. From talking to the small aircraft pilot, my understanding is that the small aircraft had taken position on the runway during our approach and only cleared the runway while we were in the circling-to-land phase of the approach.
