Narrative:

The occurrence: landing on a runway with an airplane on the runway. When approaching the air traffic area, I called the tower and was instructed to make right traffic for runway 28L, and report downwind. I made my report downwind and was cleared to land. On base, I saw the airplane on the runway, but tower did not change my instructions, on final I could not get power for a go around, so landed, and took the first turnoff from the runway. On the first call, I should have told the controller I had a problem with the engine, and was taking it to maintenance at the airport.

Title: SMA PLT SAYS HE WAS CLRED TO LAND WHILE ON R DOWNWIND FOR RWY 28L AND WHILE ON BASE SAW ANOTHER ACFT ON THE RWY. TWR DID NOT CHANGE HIS CLRNC AND WHILE ON FINAL FELT HE SHOULD MAKE A GAR, BUT ENG WOULD NOT DEVELOP PWR, SO HE LANDED ANYWAY.

Narrative: THE OCCURRENCE: LNDG ON A RWY WITH AN AIRPLANE ON THE RWY. WHEN APCHING THE ATA, I CALLED THE TWR AND WAS INSTRUCTED TO MAKE R TFC FOR RWY 28L, AND RPT DOWNWIND. I MADE MY RPT DOWNWIND AND WAS CLRED TO LAND. ON BASE, I SAW THE AIRPLANE ON THE RWY, BUT TWR DID NOT CHANGE MY INSTRUCTIONS, ON FINAL I COULD NOT GET PWR FOR A GAR, SO LANDED, AND TOOK THE FIRST TURNOFF FROM THE RWY. ON THE FIRST CALL, I SHOULD HAVE TOLD THE CTLR I HAD A PROB WITH THE ENG, AND WAS TAKING IT TO MAINT AT THE ARPT.
