Narrative:
On oct/xx/89, we were taking off on runway 32R at iah on an IFR flight to elp. An light transport taxied onto 32R from the west on taxiway wc in front of us on takeoff roll. I was captain in the left seat acting as copilot, while the first officer was flying the aircraft. The light transport was seen as we reached V1 (118 KTS). I immediately rotated the aircraft, we were about 3-4 KTS below V2 (123 KTS). We cleared the light transport by 50-75', the tower was immediately informed of the near miss. The WX was good, 4000'-8000' scattered with visibility at 15 mi, wind out of the north at less than 10 KTS. The decision to rotate the aircraft early was the only evasive action open to us at that time. I feel that no aircraft should be allowed to taxi onto an active runway from an intersection. Had the visibility been down this near miss would have been a very bad accident.

Title: CLOSE PROX CPR-MDT GA-LTT. MDT ON TKOF. LTT UNAUTH RWY ENTRY.
Narrative: ON OCT/XX/89, WE WERE TAKING OFF ON RWY 32R AT IAH ON AN IFR FLT TO ELP. AN LTT TAXIED ONTO 32R FROM THE W ON TXWY WC IN FRONT OF US ON TKOF ROLL. I WAS CAPT IN THE LEFT SEAT ACTING AS COPLT, WHILE THE F/O WAS FLYING THE ACFT. THE LTT WAS SEEN AS WE REACHED V1 (118 KTS). I IMMEDIATELY ROTATED THE ACFT, WE WERE ABOUT 3-4 KTS BELOW V2 (123 KTS). WE CLRED THE LTT BY 50-75', THE TWR WAS IMMEDIATELY INFORMED OF THE NEAR MISS. THE WX WAS GOOD, 4000'-8000' SCATTERED WITH VISIBILITY AT 15 MI, WIND OUT OF THE N AT LESS THAN 10 KTS. THE DECISION TO ROTATE THE ACFT EARLY WAS THE ONLY EVASIVE ACTION OPEN TO US AT THAT TIME. I FEEL THAT NO ACFT SHOULD BE ALLOWED TO TAXI ONTO AN ACTIVE RWY FROM AN INTXN. HAD THE VISIBILITY BEEN DOWN THIS NEAR MISS WOULD HAVE BEEN A VERY BAD ACCIDENT.
