Narrative:
While flying newspaper people over the 'cyprus structure', a collapsed section of freeway 880, just east of the bay bridge toll plaza, I was told to climb from my present altitude (1300') to at least 2000' within an far 91.91 restr area. The area extended from the oak 310 degree radial, oak 320 degree radial, from 5-9 DME. I did not know positively where I was as my DME was intermittent. When I did get a lock on, I was outside the area, to the best of my knowledge. The controller chased out 8 other aircraft during various stages of my bay photo recce. The controller asked me what I was doing at that altitude 'did I have clearance' and rather than say that I didn't think I was in the restr area I said I had clearance as I had credentialed press on board. The controller said 'credentialed by who and on who's authority?' my only answer was I'm climbing to 2000'. No other mention was made of the incident during my 3 hours in the bay area.

Title: GA SMA ON MEDIA PHOTO FLT UNAUTH PENETRATION OF TEMPORARY RESTRICTED AREA.
Narrative: WHILE FLYING NEWSPAPER PEOPLE OVER THE 'CYPRUS STRUCTURE', A COLLAPSED SECTION OF FREEWAY 880, JUST E OF THE BAY BRIDGE TOLL PLAZA, I WAS TOLD TO CLIMB FROM MY PRESENT ALT (1300') TO AT LEAST 2000' WITHIN AN FAR 91.91 RESTR AREA. THE AREA EXTENDED FROM THE OAK 310 DEG RADIAL, OAK 320 DEG RADIAL, FROM 5-9 DME. I DID NOT KNOW POSITIVELY WHERE I WAS AS MY DME WAS INTERMITTENT. WHEN I DID GET A LOCK ON, I WAS OUTSIDE THE AREA, TO THE BEST OF MY KNOWLEDGE. THE CTLR CHASED OUT 8 OTHER ACFT DURING VARIOUS STAGES OF MY BAY PHOTO RECCE. THE CTLR ASKED ME WHAT I WAS DOING AT THAT ALT 'DID I HAVE CLRNC' AND RATHER THAN SAY THAT I DIDN'T THINK I WAS IN THE RESTR AREA I SAID I HAD CLRNC AS I HAD CREDENTIALED PRESS ON BOARD. THE CTLR SAID 'CREDENTIALED BY WHO AND ON WHO'S AUTHORITY?' MY ONLY ANSWER WAS I'M CLIMBING TO 2000'. NO OTHER MENTION WAS MADE OF THE INCIDENT DURING MY 3 HRS IN THE BAY AREA.
