Narrative:
I departed plant city municipal airport (X17) at plant city, fl at dawn. I contacted tampa approach on frequency 119.9, advised I was en route to peter O'knight airport to pick up a passenger. The controller gave me a squawk of 0101. Controller said to report peter O'knight in sight. I reported in sight and the controller told me to squawk standby and keep same squawk code for photo mission. I landed at peter O'knight, picked up my passenger and departed. In-flight I contacted tampa approach on 119.9 and notified I was airborne with previous squawk code. Controller acknowledged and cleared me to proceed to fairgrounds for photo mission. I requested 1500 MSL. I reported on location and notified I would orbit area for photo work. Controller responded approved. After making a couple of orbits I observed another small aircraft approaching from slightly below me at climbing or level toward me. I veered, taking evasive action after which the small aircraft appeared to see me and took his evasive action concurrently. The controller never advised me of the traffic and apparently the small aircraft Y had not notified approach of his encroachment of the arsa. The factors were slight haze, 7 mi visibility, no clouds and at slightly after sunrise. I felt the propeller blast from the small aircraft Y and could see 2 passenger in the small aircraft Y. No incident or accident actually occurred. I observed the rules, however, did not appear the other pilot or controller were displaying enough awareness.

THE CTLR GAVE ME A SQUAWK OF 0101. CTLR SAID TO REPORT PETER O'KNIGHT IN SIGHT. I REPORTED IN SIGHT AND THE CTLR TOLD ME TO SQUAWK STANDBY AND KEEP SAME SQUAWK CODE FOR PHOTO MISSION. I LANDED AT PETER O'KNIGHT, PICKED UP MY PAX AND DEPARTED. INFLT I CONTACTED TAMPA APCH ON 119.9 AND NOTIFIED I WAS AIRBORNE WITH PREVIOUS SQUAWK CODE. THE CTLR NEVER ADVISED ME OF THE TFC AND APPARENTLY THE SMA Y HAD NOT NOTIFIED APCH OF HIS ENCROACHMENT OF THE ARSA. THE FACTORS WERE SLIGHT HAZE, 7 MI VISIBILITY, NO CLOUDS AND AT SLIGHTLY AFTER SUNRISE. I FELT THE PROP BLAST FROM THE SMA Y AND COULD SEE 2 PAX IN THE SMA Y. NO INCIDENT OR ACCIDENT ACTUALLY OCCURRED. I OBSERVED THE RULES, HOWEVER, DID NOT APPEAR THE OTHER PLT OR CTLR WERE DISPLAYING ENOUGH AWARENESS.
