Narrative:

A VFR flight was being conducted beneath an overcast. Gradual lowering of the ceiling and inadequate room to reverse course (because of surrounding terrain and obstructions) resulted in the inability to maintain adequate altitude above ground and occasional climbs to IFR conditions to avoid nearby obstructions. To prevent recurrence: reevaluate flight conditions when observed WX is poorer than forecast; land and file IFR when VFR flight is not possible.

Title: SMA PLT CONTINUED FLT INTO LOWERING OVERCAST UNTIL UNABLE TO MAINTAIN PROPER TERRAIN CLRNC OR VFR CONDITIONS.

Narrative: A VFR FLT WAS BEING CONDUCTED BENEATH AN OVCST.
