Narrative:

I was landing at F67. After approaching from the east and entering a left downwind, left base and final approach to runway 17. Each segment was announced on CTAF. I was #2 arriving and had ample spacing. I saw another airplane stopped on the taxiway coming out of aircraft company. He was facing east, stopped at the runway and clear of the runway. As the plane I was following started to clear the runway at midfield, I was on about 1/4 mi short final. The airplane coming out of aircraft company pulled out onto the runway for the purpose of taking off. I called blind to him that he was pulling out in front of me. He called that he was sorry (first radio transmission from him). The aircraft was an small aircraft Y. I took evasive action, did a go around, and reentered a left downwind to runway 17. I called him several times but no other transmission was heard from him. The pilot of the other aircraft did not use CTAF or the active unicom. Apparently did not see me on short final when he pulled out on the runway.

Narrative: I WAS LNDG AT F67. AFTER APCHING FROM THE E AND ENTERING A LEFT DOWNWIND, LEFT BASE AND FINAL APCH TO RWY 17. EACH SEGMENT WAS ANNOUNCED ON CTAF. I WAS #2 ARRIVING AND HAD AMPLE SPACING. I SAW ANOTHER AIRPLANE STOPPED ON THE TXWY COMING OUT OF ACFT COMPANY. HE WAS FACING E, STOPPED AT THE RWY AND CLEAR OF THE RWY. AS THE PLANE I WAS FOLLOWING STARTED TO CLEAR THE RWY AT MIDFIELD, I WAS ON ABOUT 1/4 MI SHORT FINAL. THE AIRPLANE COMING OUT OF ACFT COMPANY PULLED OUT ONTO THE RWY FOR THE PURPOSE OF TAKING OFF. I CALLED BLIND TO HIM THAT HE WAS PULLING OUT IN FRONT OF ME. HE CALLED THAT HE WAS SORRY (FIRST RADIO XMISSION FROM HIM). THE ACFT WAS AN SMA Y.
