Narrative:
This report is to inform the members of the NASA aviation safety reporting division of an inadvertent mistake during the filing of an instrument flight plan. Due to misunderstanding as an instrument student pilot, the flight plan was filed in my name instead of the safety pilot, who is instrument rated and was current at the time of occurrence. Upon further investigation concerning 141 operations, under which this flight was conducted, I was informed by school personnel it's against federal aviation regulations to carry a passenger during any training flight. This seems ironic considering the school's syllabus called for a 2 hour solo flight in which I was to practice instrument flying and apches. In order to do this, I needed a safety pilot to manipulate the controls for collision avoidance paragraph 91.21. During takeoff on the last leg of my flight, (ash direct hya direct ash), departing hyannis, ma, RVR was 1200' in which the safety pilot was at the controls and not myself. Once the aircraft was in VFR conditions, I assumed control of the aircraft and complied fully with all ATC instructions. I can assure you that this will never happen again and will pass this information on to other instrument students I associate with at school.

Title: STUDENT INSTRUMENT PLT FILED IFR FLT PLAN UNDER HIS NAME RATHER THAN THE IFR RATED PLT WHO WOULD BE ACTING AS SAFETY PLT FOR THE INSTRUMENT PRACTICE FLT.
Narrative: THIS REPORT IS TO INFORM THE MEMBERS OF THE NASA AVIATION SAFETY REPORTING DIVISION OF AN INADVERTENT MISTAKE DURING THE FILING OF AN INSTRUMENT FLT PLAN.
