Narrative:
Groton tower opens at AM00 local. Prior to that IFR clearance/release is arranged for by calling ocean approach on the ground at groton. Ocean approach is located at quonset, ri, but they can receive our transmissions on ground at groton. At tower open time -15 I called for and received our IFR clearance to lga. Ocean advised 'call ready on ground to receive your IFR release'. Arrived at active runway at tower open time +01, tower was now open. They cleared us for takeoff 1 min later. After takeoff I queried tower whether we should contact ocean. Tower controller replied, 'oh, you're IFR'. We remained VFR and contacted ocean approach. Ocean was upset, thinking we had departed gon without calling for a release. We explained we had received takeoff clearance from gon. There was an obvious lack of communication between gon tower and ocean approach. Also, I usually depart gon well before tower opens so am used to calling for my own release. Still, I believe the tower controller was remiss in his coordinating the situation. Luckily we were VFR and traffic was not a factor.

Title: COMMUTER AIRLINE PIC PERFORMS TKOF WITHOUT OBTAINING A RELEASE TO HIS IFR CLRNC AS REQUESTED BY TRACON.
Narrative: GROTON TWR OPENS AT AM00 LCL. PRIOR TO THAT IFR CLRNC/RELEASE IS ARRANGED FOR BY CALLING OCEAN APCH ON THE GND AT GROTON. OCEAN APCH IS LOCATED AT QUONSET, RI, BUT THEY CAN RECEIVE OUR TRANSMISSIONS ON GND AT GROTON. AT TWR OPEN TIME -15 I CALLED FOR AND RECEIVED OUR IFR CLRNC TO LGA. OCEAN ADVISED 'CALL READY ON GND TO RECEIVE YOUR IFR RELEASE'. ARRIVED AT ACTIVE RWY AT TWR OPEN TIME +01, TWR WAS NOW OPEN. THEY CLRED US FOR TKOF 1 MIN LATER. AFTER TKOF I QUERIED TWR WHETHER WE SHOULD CONTACT OCEAN. TWR CTLR REPLIED, 'OH, YOU'RE IFR'. WE REMAINED VFR AND CONTACTED OCEAN APCH. OCEAN WAS UPSET, THINKING WE HAD DEPARTED GON WITHOUT CALLING FOR A RELEASE. WE EXPLAINED WE HAD RECEIVED TKOF CLRNC FROM GON. THERE WAS AN OBVIOUS LACK OF COM BETWEEN GON TWR AND OCEAN APCH. ALSO, I USUALLY DEPART GON WELL BEFORE TWR OPENS SO AM USED TO CALLING FOR MY OWN RELEASE. STILL, I BELIEVE THE TWR CTLR WAS REMISS IN HIS COORDINATING THE SITUATION. LUCKILY WE WERE VFR AND TFC WAS NOT A FACTOR.
