Narrative:
Recently we have experienced very slow response on the initial call to center at several of the centers. The situation usually follows this sequence: we will make our initial call to the center. Our first call will be to identify ourselves; report level, climbing or descending to our assigned; and any heading or speed restriction we have been given. We will wait for a reasonable amount of time and if there has been no response we will repeat the call. About the time we begin to wonder if we have the wrong frequency or there is a problem with our transmitter, center will call another airplane. Usually we will get a response on the next call. Some of the time the controller will explain that they were on another line. Some of the time there is no explanation. I feel this causes several problems. There have been several times that I have had this occur when we needed to get approval for deviation for WX. The delay of going to a previous frequency to verify that we have called on the correct frequency could compromise safety to a degree. Considering the attitude of most controllers when a flight crew does not response to their calls immediately, this does not foster a good controller/flight crew relationship. This, of course, does not create a safe environment.

Title: REPORTER CONCERNED REGARDING SAFETY OF FLT WHEN CTLRS SLOW TO RESPOND TO ACFT COMING ON THE FREQ.
Narrative: RECENTLY WE HAVE EXPERIENCED VERY SLOW RESPONSE ON THE INITIAL CALL TO CENTER AT SEVERAL OF THE CENTERS. THE SITUATION USUALLY FOLLOWS THIS SEQUENCE: WE WILL MAKE OUR INITIAL CALL TO THE CENTER. OUR FIRST CALL WILL BE TO IDENT OURSELVES; RPT LEVEL, CLBING OR DSNDING TO OUR ASSIGNED; AND ANY HDG OR SPD RESTRICTION WE HAVE BEEN GIVEN. WE WILL WAIT FOR A REASONABLE AMOUNT OF TIME AND IF THERE HAS BEEN NO RESPONSE WE WILL REPEAT THE CALL. ABOUT THE TIME WE BEGIN TO WONDER IF WE HAVE THE WRONG FREQ OR THERE IS A PROB WITH OUR XMITTER, CENTER WILL CALL ANOTHER AIRPLANE. USUALLY WE WILL GET A RESPONSE ON THE NEXT CALL. SOME OF THE TIME THE CTLR WILL EXPLAIN THAT THEY WERE ON ANOTHER LINE. SOME OF THE TIME THERE IS NO EXPLANATION. I FEEL THIS CAUSES SEVERAL PROBS. THERE HAVE BEEN SEVERAL TIMES THAT I HAVE HAD THIS OCCUR WHEN WE NEEDED TO GET APPROVAL FOR DEVIATION FOR WX.
